How the score is calculated

A high rating counts for more than a high review count, but a rating built on a handful of reviews is treated with appropriate skepticism until more come in. Reviews from unverified sources are excluded, agencies delisted for ethics violations leave the ranking immediately, and paid plans have no effect at any point.
